Your observations are correct and accepted. However, the poem "What's In A Name" was supposed to be in acrostic format, but there does not seem to be accommodation for such types of poems. In some of my submitted poems, I am expecting the reader to come to certain conclusions in matters of how the poem has been presented. "America?" in the referenced poem is meant to force the reader to evaluate social naming conventions and possible repercussions relative to acceptance and upward mobility in American society.
