a group of independent contractors, secretly organized. For years they had planned and bought construction materials.They bought underground boaring equipment and pipes . They secretly dug from San "Bla-Bla" to . Once they were 20 miles from the Pacific Ocean, They took to radio and television to declare Southern Bla-Bla, an independent nation. They removed the boaring equipment connected the large pipes and pumps and let the water flow. The water would fill a large manmade basin. Creating the world's first underwater passway and lake system.  The Man declared, himself Meagor Primous ( a new language)
and said the other gentle men in the he room, Pessium Primous and debuted a new flag and said Lisbon is the new Cradle of civilian. And the border would be announced at a later date. The put up a website, and asked for donations to start the new treasury.
