Estonia is located on the shores of the Baltic Sea, south of Finland and west of Russia. Estonians are Finno-Ugric people. By absorbing Estonia in 1940, the Soviet Union acquired one of the leading centers of Finno-Ugric studies in Europe. The two other centers are Hungary and Finland. When the country was occupied by the Soviet Union, Estonia was no longer an emergent nation, nor an undeveloped society. Its populace was fully literate and its educational level among the highest in the world. A major accomplishment of the two decade interwar republic was the development of a strong national cultural identity which had extensive roots and ties with Western Europe. The Estonian economy during the second half of the 1930's was rapidly industrializing, hence for the Soviets, it was possible to build upon an existing educational, scientific, and economical-technical base when they took over Estonia.
